NASA's 2016 budget allows for $255 million over the course of five years to fly by Europa.
Depending on how they decided to launch the spacecraft, anywhere between 3 and 6 years. The most cost effective option is to use planets to slingshot the spacecraft into Europa, taking 6 years. A costlier but significantly faster method is to just launch it from NASA's space launch system.
